Published requirement descriptionEastlight Housing is seeking to appoint a suitably qualified and experienced contractor to deliver Air Source Heat Pump (ASHP) installation and associated works across its housing portfolio.
The service will include the survey, design, supply, installation, testing and commissioning of ASHP systems, together with associated heating, plumbing and electrical works. The contractor will also be responsible for resident liaison, certification, handover, aftercare and any required maintenance or remedial works.
The contract will support Eastlight’s wider decarbonisation, energy efficiency and carbon reduction objectives, ensuring installations are compliant, efficiently delivered and provide positive outcomes for residents.

Heat Pump (ASHP) installation and associated services across its housing portfolio, supporting its sustainability objectives and carbon reduction targets. Services in Scope The proposed contract is expected to include: •Property surveys and suitability assessments •Design and specification of Air Source Heat Pump systems •Installation and commissioning of ASHP systems •Heating system alterations and upgrades •Associated electrical works •Hot water cylinder installations and upgrades •Removal and disposal of existing heating systems where required •Resident liaison and access management •Testing, certification and handover documentation •Post-installation support, maintenance and defect rectification •Performance monitoring and reporting •PV and roofing Installations •Removal and disposal of existing heating systems where required (this may include oil boilers) Portfolio The contract is expected to support decarbonisation works across Eastlight's housing portfolio, including: •General needs housing •Supported housing schemes •Sheltered accommodation •Houses, flats and maisonettes •Properties located across Eastlight's operating area •Mixture of VOID and occupied properties Further details regarding property volumes, programme requirements and delivery timescales will be confirmed within the procurement documentation. Invitation to Participate Eastlight is inviting interested suppliers to complete a Market Engagement Survey to provide feedback on: •Market capacity and capability •Delivery models and contract structure •Mobilisation expectations •Supply chain considerations •Resident engagement and customer experience •Service standards and performance measures •Carbon reduction and net zero objectives •Digital reporting and asset management requirements •Social value opportunities •Innovation and industry best practice •Risks and challenges affecting service delivery Your feedback will help inform the future procurement strategy and service requirements. Participation in this exercise will not provide any supplier with an advantage in any future procurement process. Who Should Participate?
