Published requirement descriptionDfI Roads, Consultancy Services operates the Strangford Lough Ferry Service using two roll on roll off (ro-ro) ferries, the MV Portaferry II and the MV Strangford II. Both vessels have Voith Schneider Propulsion equipment installed.The propulsion unit control system on the Strangford II is also manufactured by Voith Global. This contract will be for the continued procurement of spare parts and engineering services to facilitate maintenance and repair of the Voith equipment directly from Voith Turbo Ltd. and will will minimise delay in delivery when parts and engineering services are required urgently.

Regulation 32(5)(b) of the Public Contract Regulations 2015 enables the Department to negotiate a contract directly with one or more economic operators, where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics, which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.

DfI will incorporate a standstill period at the point information on the award of the contract is communicated. That notification will provide full information on the award decision. The standstill period
which will be for a minimum of 10 calendar days, provides time to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (Northern Ireland).
