Subcontracting for Delivery of Devolved Adult Skills Fund LCRCA
Authority: The City of Liverpool College (Education)·Consortium: 2 public authorities
What is being bought
Published requirement descriptionThe College has created a Dynamic Purchasing System for the subcontracting of its devolved ASF funding from the Liverpool City Region Combined Authority.
The City of Liverpool College is now seeking to identify a select number of providers via a mini competition process who it will work with in partnership to deliver its devolved Liverpool City Region Combined Authority Adult Skills Funded training in line with its subcontracting strategy.
Awards under the framework will range from £50,000 to £600,000 maximum contract value.
The College is seeking suitable training providers to deliver qualifications and/or programmes eligible for funding under the College's Audit Skills Fund contract on its behalf, under the following general rules:
- All the provision must be delivered in the 2026/27 funding year; there is currently no scope to carry forward any funding to 2027/28. All the learning aims and learners must be eligible for Liverpool City Region Combined Authority (LCRCA) Adult Skills Fund (ASF) funding in 2026/27.
- Providers wishing to apply for this opportunity must have an active UKPRN and must have a track record of successful subcontract delivery of qualifications.
- The training must be delivered in full by the contracted training provider, i.e. only one level of sub-contracting is permitted, and no second level subcontracting is permitted.
- The Subcontractor, if awarded the contract, will be responsible for the recruitment of all learners, the delivery of training, the premises and resources required to deliver the training, awarding body accreditation and associated fees.
- The quality of provision will be paramount as the College will retain responsibility to LCRCA and OFSTED for programme quality.
- Providers with a current full inspection outcome of 'outstanding' or 'good', if applicable
- Ofsted monitoring visits judgements of 'reasonable' and 'significant' progress, if applicable
- Subcontractor must have Matrix accreditation.

Please be aware that further competitions to award the contract(s) will be restricted to those organisations who have received the accreditation from the Liverpool City Region Combined Authority (LCRCA). The College will assist applicants who do not have this accreditation to acquire it but please be aware that due to the timescales involved it might not be possible to complete this prior to the first further competition being issued for academic year 2023/24. However, as soon as accreditation is obtained the provider will be eligible to participate in further competitions for subsequent years.
