Lot 1

The Department for Work and Pensions (DWP) wish to give notice of planned procurement opportunity in relation to two linked but separate future procurements for DWP payment contingency services (together referred to in this notice as the “Payment Contingency Services (“PCS”)). The intention of the PCS is to ensure DWP has robust contingencies in place to make benefit and pension entitlement payments to its customers on the dates they are due. The PCS are invoked only in exceptional circumstances where there is a delay in DWP releasing Bacs payment file(s). The DWP intends for the relevant services to be provided under two separate, interdependent contracts (both of which are required to allow for invocation of PCS) as follows: Short Term Payment Contingency (“STPC”) - Lot 1: This service reformats Bacs payments files into Faster Payment files for onward submission into the Faster Payment infrastructure Sponsor Bank (“SB”) – Lot 2: This service is required for the settlement of funds with the Bank of England. Please note that as these are separate procurements, different procurement processes and/or commercial approach may apply to each procurement. In addition, each procurement may be awarded, delayed, or withdrawn independently of the other. This notice relates specifically to the SB procurement. A separate UK3 Planned Procurement Notice has been issued for the STPC procurement, which can be found on Find a Tender Service. Please note that: - Further information and relevant guidance will be provided in or with the UK4 Tender Notice, published on Find a Tender Service website. - UK 4 Notice and associated procurement documents provided with that notice will outline how and when to express your interest to participate in the procurement process. - All procurement activities will be managed via DWP online portal (Atamis). - Procurement related documentation will be issued via Atamis. Full guidance on registration and system navigation will be provided in or with the UK4 Notice. - It is mandatory for any interested suppliers to register on the new Central Digital Platform (CDP) which is part of the enhanced Find a Tender Service in order to participate in any future procurements. Details of how to register will be included in or with the UK4 Notice. - The DWP will not be liable for any expenditure, work, or effort incurred by a provider in acting based on this notice. - The information provided in this notice is for indicative purposes only. The DWP reserves its rights to amend any of the information included in the notice. - DWP reserves the right to add or remove stages throughout the procurement process or to reduce the tendering period in future (in accordance with the PA 23). The DWP also reserves the right to decide not to proceed with this procurement. - Please note, that involvement in Preliminary Market Engagement (PME) which was taking place 12/05/2026 or the One-to-One supplier events taking place between 01/06/2026 and 05/06/2026 are not a pre-requisite for participating in the procurement process. Please see the following link to the UK2 PME Notices for both STPC and SB - Short Term Payment Contingency Service - Find a Tender and Sponsor Bank Service - Find a Tender . - This procurement will be conducted using the new procurement regime – Procurement Act 2023. - It is currently anticipated that this procurement will follow a one stage Competitive Flexible Procedure.

Benchmarked against retained Find a Tender procedures with CPV division 66. The category anchor is Financial and insurance services (66000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.
| Comparison set | Procedures | Reported bids per procedure | Named award suppliers | Price evidence |
|---|---|---|---|---|
| Market: CPV division 66 | 2,758 | 3 median · 17.2 average (1,186 of 2,758 with a bid count) | 2.5 average (1,318 of 2,758 with named award suppliers) | Not published |
| Same buyer | 2 | Not published | Not published | Not published |
| Similar published value (0.5×–2×) | 194 | 6 median · 5.3 average (3 of 194 with a bid count) | 1.3 average (3 of 194 with named award suppliers) | Not published |
“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
No planning milestones published.
No linked framework, prior procurement or reprocurement published.
Diagnostic view. “Not published” means this current release does not provide a value.

"description": "The Department for Work and Pensions (DWP) wish to give notice of planned procurement opportunity in relation to two linked but separate future procurements for DWP payment contingency services (together referred to in this notice as the “Payment Contingency Services (“PCS”)). \nThe intention of the PCS is to ensure DWP has robust contingencies in place to make benefit and pension entitlement payments to its customers on the dates they are due. The PCS are invoked only in exceptional circumstances where there is a delay in DWP releasing Bacs payment file(s). \nThe DWP intends for the relevant services to be provided under two separate, interdependent contracts (both of which are required to allow for invocation of PCS) as follows: \nShort Term Payment Contingency (“STPC”) - Lot 1: This service reformats Bacs payments files into Faster Payment files for onward submission into the Faster Payment infrastructure \nSponsor Bank (“SB”) – Lot 2: This service is required for the settlement of funds with the Bank of England. \nPlease note that as these are separate procurements, different procurement processes and/or commercial approach may apply to each procurement. In addition, each procurement may be awarded, delayed, or withdrawn independently of the other. \nThis notice relates specifically to the SB procurement. A separate UK3 Planned Procurement Notice has been issued for the STPC procurement, which can be found on Find a Tender Service. \nPlease note that: \n- Further information and relevant guidance will be provided in or with the UK4 Tender Notice, published on Find a Tender Service website. \n- UK 4 Notice and associated procurement documents provided with that notice will outline how and when to express your interest to participate in the procurement process. \n- All procurement activities will be managed via DWP online portal (Atamis). \n- Procurement related documentation will be issued via Atamis. Full guidance on registration and system navigation will be provided in or with the UK4 Notice. \n- It is mandatory for any interested suppliers to register on the new Central Digital Platform (CDP) which is part of the enhanced Find a Tender Service in order to participate in any future procurements. Details of how to register will be included in or with the UK4 Notice. \n- The DWP will not be liable for any expenditure, work, or effort incurred by a provider in acting based on this notice. \n- The information provided in this notice is for indicative purposes only. The DWP reserves its rights to amend any of the information included in the notice. \n- DWP reserves the right to add or remove stages throughout the procurement process or to reduce the tendering period in future (in accordance with the PA 23). The DWP also reserves the right to decide not to proceed with this procurement. \n- Please note, that involvement in Preliminary Market Engagement (PME) which was taking place 12/05/2026 or the One-to-One supplier events taking place between 01/06/2026 and 05/06/2026 are not a pre-requisite for participating in the procurement process. Please see the following link to the UK2 PME Notices for both STPC and SB - Short Term Payment Contingency Service - Find a Tender and Sponsor Bank Service - Find a Tender . \n- This procurement will be conducted using the new procurement regime – Procurement Act 2023. \n- It is currently anticipated that this procurement will follow a two stage Competitive Flexible Procedure: Stage 1 (Compliance with Conditions of Participation) and Stage 2 (Evaluation).",

"description": "This procurement focuses on the provision of Payment Contingency Services for the Department for Work and Pensions (DWP) and will be structured into two distinct Lots: \nLot 1: Short Term Payment Contingency Service \nLot 2: Sponsor Bank Service \nThese services are interdependent and, collectively, enable the Department for Work and Pensions to meet its statutory obligations on behalf of the Secretary of State, while also maintaining public confidence in the timely delivery of benefit and pension payments. \nLot 1: Short Term Payment Contingency Service \nThis service is required in exceptional circumstances where an internal DWP payment system disruption causes a delay in the release of Bacs payment files, consequently posing a risk to the timely disbursement of funds. These files contain critical payment information relating to various benefit types or pensions, along with the details of the responsible paying department. \nTo mitigate such risks, DWP requires a contingency service to ensure that customers receive their entitlements on their payment due date. This service is essential for maintaining service continuity. \nLot 2: Sponsor Bank Service \nThe Sponsor Bank plays a critical enabling role in the operation of the Short Term Payment Contingency Service. It provides the necessary banking infrastructure and support to process Faster Payments on behalf of the DWP. Without this component, the contingency service cannot operate, making the Sponsor Bank a critical element in the successful delivery of the overall solution. \nThis procurement is essential to ensuring that the Department for Work and Pensions can respond in a timely and effective manner to payment system disruptions, helping to safeguard customer entitlements and maintain public trust in its services. \nThis specific note outlines the planned procurement activity for: \nLot 2 – Sponsor Bank Service: A Sponsor Bank responsible for the settlement of funds with the Bank of England, enabling the operational functionality of the contingency service. \nThe DWP processes approximately 2.5 million payments per day, amounting to over £5.8 billion per week. Given the scale and importance of these transactions, the contingency service plays a vital role in ensuring resilience and reliability across payment operations. \nThe current contracts are due to expire on 30 June 2026, both with a 12-month extension option available up to 30 June 2027. \nSuppliers may submit a bid for either Lot 1 or Lot 2 individually, or for both Lots. \nThe Buyer does not require the supplier awarded Lot 1 to manage or coordinate the delivery of services under Lot 2. Each Lot will be contracted and managed independently. \nPlease Note: The Buyer reserves the right to end the tendering process at any time and not to award a contract. Any costs incurred in the preparation and submitting of a bid and any subsequent activity connected to this tender exercise will be met by the Supplier, not the Buyer.",
