This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.\nRegulation 14 was applied as no provision for patients which poses a risk to patient safety.  The patients require this provision and delaying the award to carry out a full tender exercise would delay the provision being in place. This carries a significant risk of harm or death to service users with eating, drinking and swallowing difficulties (dysphagia) as well as poor outcomes associated with untreated communication problems.
