- Change The modification will provide for an increased workload and ongoing modernisation of the BI3 suite of products., Need for additional works, services or supplies by the original contractor/concessionaire: The additional work is required due to higher than anticipated levels of software development over the original term of the contract and the need to modernise one of the primary BI3 products. The timing of the end of the previous CCS Technology Services 3 Framework coupled with wider ongoing strategic considerations within the Home Office has meant that it is not feasible to change contractor early.
