What is being bought

Published requirement description

Crown Commercial Service (CCS) is seeking to establish a Framework Agreement for the provision of Software Design and Implementation Services, to be used by Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations.

The Software Design and Implementation Services Framework Agreement will provide a route to market to purchase support from ‘specialist’ suppliers required when deploying a new cloud-based ERP system or upgrading a legacy IT system.

Suppliers will be required to provide the Deliverables (goods and services) set out in the Specification. The full Specification is set out in the Invitation to Tender (ITT).

The requirement for Software Design and Implementation Services will cover the following: Strategy, Architecture, Design, Software selection, Impact assessment, Implementation, Integration services, Data migration, Change management, Training, Onboarding and Business Process Automation.

Suppliers will be required to provide the Deliverables (goods and services) set out in the Specification, the full Specification is set out in the Invitation to Tender (ITT). Additional information: The framework will be established for 30 months with the option to extend for up to 1 further period of 18 months.

The value provided in section II.2.6 is only an estimate. CCS cannot guarantee any business through the framework agreement.

Bidders that achieve a final score that meets or exceeds the minimum final score threshold set out in the ITT will be awarded a place on the Framework.

The scheme defines a set of controls which, when implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet. To participate in this procurement, bidders were required to demonstrate they comply with the technical requirements prescribed by Cyber Essentials, for services under and in connection with this procurement.
