Published justification

Shibboleth is a collaborative open source software project that supports access to research

and education resources. Development of the suite of software requires advanced C++ and

Java programming skills, knowledge of cryptographic techniques including XML Signature

and Encryption, and extensive experience with Security Assertion Markup Language

(SAML). Developers are required to have in-depth knowledge of the structure and processes

of the Shibboleth modules, have familiarisation with other single sign-on technologies such

as OAuth and OpenID Connect, and actively contribute to the SAML standardisation process

under the Organization for the Advancement of Structured Information Standards (OASIS).

Review procedure

Jisc Services Limited has incorporated a standstill period at the point that information on the

award of the contract was communicated to suppliers. This notification provides information

on the award decision. The standstill period, which will be for a minimum of 10 calendar

days, provides time for suppliers to challenge the award decision before the contract is

entered into. The Public Contracts Regulations 2015 article 91 provides for aggrieved parties

who have been harmed or are at risk of harm by a breach of the rules to take action in the

High Court(England, Wales and Northern Ireland)
