What is being bought
Published requirement descriptionScotRail are looking to contract with a supplier for the provision of a Health Cash Plan for employees. The appointed supplier will be required to provide services to provide cashback to employees and dependent children on the following services at a required, set level: Dental, Optical, Chiropody, Prescriptions, Health & Wellbeing, Health Screening, Combined Physiotherapy, Hospital Benefits, Parental Hospital Stay, Specialist Consultation, Dental Accident, Maternity and Personal Accident Protection. In addition, Tenderers are required permit employees to extend Health Cash Plan cover to their partners and to elect a higher level of cover.
- Recurrence: Proposed initial term is to 31st December 2026 with potential options to extend to 31st December 2028 - this contract may be re-tendered beyond these dates.

- Legal form for consortia
- The contract proposed to be entered into by ScotRail with the successful Tenderer as a result of this procurement will be ScotRail’s “Agreement for the supply of Goods and / or Services”. Further information on how these will be evaluated can be found in the PQQ and ITN documents. Whilst it is the intention that SRT will be the primary user of this contract, in future this contract may be utilised by other entities within the SRH Group.
- Shortlisting
- This is a 'negotiated procedure with prior call for competition' in which both your response to the PQQ and your Initial Tender are to be completed simultaneously and both are to be submitted at the latest by 12:00 on 17 November 2023. As such, please ignore section 'IV.2.3) Estimated date of dispatch of invitations to tender or to participate to selected candidates' in this notice and the dates provided there. The timescales outlined within the 'Invitation to Request to Participate and Invitation to Negotiate (ITN): The Provision of Employee Health Cash Plan for ScotRail' contained within the WAX Digital portal should be adhered to. To participate you must submit an electronic PQQ and ITN via the ScotRail Wax Sourcing System by the deadline.
