        "description": "The government has stated a clear ambition for the UK to cement its place as a ‘science superpower’. This means that a secure and sufficient pipeline of pupils studying science subjects and performing well in them is needed. This pipeline begins with the provision of regular, high quality science lessons to drive performance at primary level, and continues throughout education. \nOverall, A level exam entries in the sciences have increased significantly over the past decade, as have the number of students completing the EBacc science component. The challenge is not only to sustain this overall progress by supporting each stage of science education, but also to address the particular challenges that science education faces. \nThese are:\n•\tThe need to drive good outcomes for all and at all levels, especially following the impact of Covid-19 on learning, and in particular to address the disadvantage gap in performance at GCSE and A level. \n•\tThe need to continue driving participation in A level sciences, and in particular to pursue measures to tackle the longstanding low levels of uptake of A level physics, particularly by females.\n•\tThe need to bolster the confidence of primary science teachers in delivering all aspects of the primary national curriculum for science.\n•\tThe need to encourage science teacher retention (particularly physics teacher retention) in the context of high levels of turnover.\nSupporting good quality teaching is paramount for addressing these challenges - both in terms of supporting effective delivery of lessons and subsequent outcomes and also for inspiring students to continue studying science subjects to a higher level. The department has committed to level up education standards across the country so that children and young people in every part of the country are prepared with the knowledge, skills and qualifications they need. This includes addressing the disadvantage gap in performance. \nThe department currently funds three programmes focussing on the delivery of CPD: the Science Learning Partnerships (SLP), Enthuse bursaries and the Stimulating Physics Network (SPN). These programmes have been running for several years with Enthuse bursaries starting in 2008, SPN in 2009 and SLP in 2005. The programmes have been successful in supporting teachers to deliver the high-quality lessons needed to facilitate a good supply of high-performing science students, but continued work is needed to meet the ongoing challenges outlined above.\nThe purpose of the new programme is to deliver CPD for the sciences to state-funded schools in order to raise the quality of science teaching and to support teachers. At primary level this should cover the teaching of primary science as part of the national curriculum, and at secondary level should cover the separate sciences of biology, chemistry and physics at key stage 3, GCSE and A level.\nThe department remains committed to the existing delivery model of bursary funding to provide targeted access to CPD and two separate school-led networks: Science Learning Partnerships, covering all three secondary sciences and primary science, and the Stimulating Physics Network giving targeted support to physics teaching in order to improve the take-up of A level physics. \nTo simplify governance, administration and contractual and grant funding arrangements and promote financial efficiency and consistency of approach, we have chosen to draw the three existing programmes into one new contract and with a single oversight and administration body.\nIn order to participate in this opportunity you must register on the departments e-sourcing portal 'Jaggaer'.",

    "description": "The purpose of this Prior Information Notice (PIN) is to notify the market of a forthcoming opportunity to bid for a Continuing Professional Development (CPD) programme for those teaching the sciences in primary and secondary schools and further education institutes in England. Interested parties are invited to a market engagement event on 06 October  to hear details about this opportunity and share thoughts and questions about the programme.\nThe contract is due to commence in April 2022. The length of the contract will be 17 months, finishing at the end of August 2023.\nThe continued growth of science-related research and industry is a central part of the government’s industrial strategy. To support this, and to increase the flow of people into STEM-related careers, it is vital to increase the number of students achieving good grades in the sciences.  \nCPD has a key role to play in the development of a world class education system. Evidence shows that CPD can lead to improved student outcomes by allowing teachers to improve and refine their practice. CPD can also contribute to improved teacher retention, which is vital for maintaining a high quality workforce.\nIn recent years science-specific CPD funded by the Department for Education has been delivered to thousands of teachers and technicians, including those teaching at schools in areas of disadvantage. This has supported participating schools to increase the number of students achieving the science component of EBacc.\nThe new CPD contract will replace three current agreements for science CPD. The intention is that the current offer of a general science network, a specific physics network and a bursary scheme is replicated in the new contract. However, instead of three separate oversight bodies as currently, the new arrangement will be for a single oversight body to oversee all three programmes to help present a clear and easily-navigable offer for teachers to access science-specific CPD from key stage 1 to key stage 5.\nThe Department is seeking a lead provider, consortia or similar entity to deliver the programme according to the following primary objective:\nTo provide high quality science CPD to teachers in primary schools, secondary schools and FE colleges in order to improve the number of students studying science subjects at GCSE and A level and achieving good results. The CPD should support the teaching of a knowledge rich curriculum at primary, secondary and post-16 level.\nIn addition, the programme will have the following related strategic objectives: \n•\tTo carry out targeted action to address the disadvantage gap in GCSE and A level science by targeting support towards schools with a high percentage of students with free school meals in order to improve outcomes.  \n•\tTo carry out targeted action to improve participation from under-represented groups progressing to A level science. In particular, this should include action to increase the number of females studying A level physics. \n•\tTo deliver targeted support to primary science leaders in delivering a knowledge-rich curriculum in order to improve engagement in primary science and to maximise the quality of training that science leaders deliver in turn to their colleagues. \n•\tTo improve teacher retention by supporting teachers to confidently deliver a knowledge-rich curriculum in the science subjects they teach.  \nIndicative Dates for Procurement:\n\n        \nSubject to internal clearances, we intend to publish the Invitation to Tender in November 2021.
