What is being bought
The Children’s Services Transport Team is responsible for providing a home-to-school transport service for Pupils and Students who live in Torbay who are aged between 4 and 19 and who are entitled to help to get to school or college. The Authority currently has a contract for the provision of bus passes which enables them to travel on the existing transport network when using their services. The home-to-school bus transport provision will be across the whole of Torbay and specific to Brixham College to cover:
· travel on all term days
· unlimited travel options
· frequent timetables (to allow for arriving at the start of the school day and to allow for after-school clubs)
· acceptable journey lengths as recommended by the Department for Education
· accessible pickup and drop-off points close to home and school (within 1 mile).

Procedure rationaleThere is an absence of competition for technical reasons because due to having only two local economic operators who provide bus transport and bus passes within the scope of our requirements, we are unable to undertake a competitive procurement process in line with the Directives. In the case of the wider Torbay provision, Stagecoach is the only operator able to cover the whole of Torbay at the times and locations required to provide an adequate choice of services to users within the required distance of their home. In the case of Brixham College, this service is already provided to college students who are not eligible for Council provided home-to-school transport and as the service they are providing is geared to meet the needs of students attending Brixham College, they are in a position to widen their offer to students eligible for home-to-school transport.
The Authority has as yet not entered into new contracts with these suppliers and is advising the market that, subject to internal approval and the outcome of this VEAT process, is intending to do so.
Torbay Council are intending to enter into this Contract on 01 September 2022 for an initial 12-month period with rolling 12-month possible extensions over a period of 2 years. |
