What is being bought
East Midlands Railway intends to directly award a time-limited contract to Hitachi Rail GTS UK Limited for the continued provision of Retail Telecommunications Maintenance Services and associated renewal works across the EMR network. The services support critical customer-facing systems including Customer Information Systems (CIS), Passenger Announcement (PA) systems, roaming microphones and associated telecommunications infrastructure. The contract will provide: Planned preventative maintenance Corrective and reactive maintenance 24/7 fault support and helpdesk services Asset management and reporting Replacement and renewal of identified CIS and PA assets Installation and commissioning of specified renewal works The contract also includes: Display renewals at 10 EMR stations PAPC replacements at 25 EMR stations Screen replacements at Newark Castle and Mansfield stations Burton station roaming microphone installation The proposed arrangement is limited to 12 months and is required to maintain continuity of service whilst EMR completes and mobilises a competitive procurement for a long-term replacement contract.

Procedure rationaleBased on the legal advice East Midlands Railway intends to rely upon Schedule 5 of the Procurement Act 2023. Hitachi Rail GTS UK Limited is the incumbent supplier of Retail Telecommunications Maintenance Services and is responsible for maintaining critical customer information and passenger announcement systems across the EMR estate. The proposed arrangement represents a continuation of existing services and is strictly limited to the minimum period necessary to complete and mobilise an ongoing competitive procurement process being undertaken through CCS RM6347 Transport Technology. A change of supplier during this interim period would create significant operational and service continuity risks, including risks relating to the maintenance and support of customer information systems, public address systems and associated telecommunications assets. The proposed direct award is therefore necessary to ensure continuity of critical passenger information services whilst the competitive procurement is completed.
