The service would provide care and support for adults with a diagnosis of severe and enduring mental illness and may have additional vulnerabilities associated with age, physical disability, or cognitive ability.
What is being bought
Published requirement descriptionAngus Council on behalf of Angus Health and Social Care Partnership (AHSCP) is consulting on proposals to procure specialist Mental Health care and support provided within a residential accommodation-based setting. The service would provide care and support for adults with a diagnosis of severe and enduring mental illness and may have additional vulnerabilities associated with age, physical disability, or cognitive ability. Clients may also have a forensic background and need rehabilitative support.
An early working draft of the specification is attached with the opportunity aid suppliers in a better understanding of requirements. The service specification will be tailored to the specific needs of the client group and will require appropriate and safe staffing levels. Training, support and in-reach on a regular basis will be available from the Psychiatry of Old Age Liaison Team.
For the majority of clients the care service will be expected to provide long term care and support, however providers should facilitate an environment where re-enablement, rehabilitation and person centred interventions will facilitate onward placement to a suitable care environment as appropriate. There will also be a requirement to support clients with short term respite and reablement needs.

Publisher note: We are keen to look at how this service can be developed in Angus by engaging and consulting with providers. We would like to find out if existing accommodation is available which may meet the needs of the service users (for the avoidance of doubt, the Council on behalf of AHSCP are not seeking to procure new, purpose-built accommodation due to the additional timescales this will bring). The working draft Service Specification is attached to this Notice. The Council on behalf of AHSCP also invite proposals for a flexible block arrangement which can flex with reduced staffing requirements for void beds but maintain a contractual right for as the sole referrer for all eight beds.
