What is being bought
The Authority requires the provision of research, analytical and advisory services to examine how the UK can strengthen its capability to translate innovation into industrial growth, economic value capture and long-term competitiveness.
The Supplier shall undertake a programme of work comprising five integrated work packages. This will include:
Development of analytical frameworks to assess how firms, supply chains, institutions, finance, skills, production capabilities and complementary assets contribute to industrial value capture and competitiveness.
Identification and assessment of sectoral opportunities, industrial capabilities and capability requirements across different stages of industrial development.
Mapping and analysis of the UK innovation and industrial ecosystem, including public and private institutions involved in research, innovation, translation, scale-up, capability-building and commercialisation activities.
Assessment of institutional roles, functions, coordination mechanisms, capability provision and potential gaps, overlaps or fragmentation within the UK system.
Comparative analysis of UK and international institutional models, governance arrangements, funding approaches, performance frameworks and capability-building practices to identify lessons relevant to the UK context.
Development and appraisal of institutional reform options, delivery models, governance structures, evaluation frameworks and policy interventions that could strengthen industrial translation and capability development.
Production of evidence-based recommendations, implementation considerations and design principles for future research, development and innovation (RD&I) institutions and programmes.
Synthesis of findings into an integrated framework linking sectoral opportunities, capability requirements, institutional arrangements and industrial outcomes.
