What is being bought
The Highland Council is currently considering its options regarding the future of the contractual arrangements for a Passenger Transport Management System (PTMS) which will aid in route planning, option appraisal and testing, record keeping, scheduling, payment processing, data exchange with other Council systems, report creation, and analysis of data on contract performance, pupil numbers, eligibility and reasons for changes in costs. It is hoped this will assist Council staff in shaping their requirements for the future, understanding the current market and future developments, and developing the best value strategy for any future procurement.

This review was wide-ranging, covering legal compliance, eligibility, cost pressures, options for making savings including alternative means of provision, operational practices and safety. The report recommends procurement of a specialist software system for transport management, to provide functionality beyond the capability of the Excel systems currently used. This will aid route planning, option appraisal and testing, record keeping, scheduling, payment processing, data exchange with other Council systems (for example Integra or SEEMIS), report creation, and analysis of data on contract performance, pupil numbers, eligibility and reasons for changes in costs.As part of our fact-finding process, The Council is inviting suppliers to provide information requested in the attached "Request for Information" document.
