What is being bought
NHS Midlands and Lancashire Commissioning Support Unit is working as an agent on behalf of NHS Lancashire & South Cumbria Integrated Care Board (ICB). The ICB wish to invite providers to respond to a Request for Information (RFI), regarding the Coniston Medical Practice which is currently on a GMS contract. However, any future contracts will be on an APMS contract. The purpose of this Request for Information (RFI) is to understand the potential interest in the market to provide Primary Medical Care services to the patient population of Coniston . This information will support NHS Lancashire and South Cumbria ICB to make a decision on the future provision of primary medical services to the practice population going forward. The ICB would like to invite responses to the questionnaire on the Atamis Portal, under contract reference C350287 'LSC Coniston Medical Practice - Request for Information' by Friday 11th April 2025 12:00pm. The Atamis portal can be accessed via https://health-family.force.com/s/Welcome. Further information regarding the RFI can be requested by emailing mlcsu.tendersnorth@nhs.net. Following the receipt of your information, the ICB will review the responses and will consider the next steps. These responses will support the ICB to understand the potential interest in the market based on an APMS contract and the current market value of £218,357 per annum. The current contract attracts an income of £218,357 per annum including the dispensing element. This sum includes VAT where applicable. (The reimbursement for drugs includes VAT. For other parts of the contract, VAT is not applicable). The exact term of the APMS is not established at this point. The purpose of this RFI is to establish interest in this service. The exact term of the contract will be established when approval to proceed with the new service is given in accordance with the ICB's governance procedures.

    Coniston Medical Practice is in the village of Coniston in the southern part of the Lake District National Park on the western shore of the northern part of Coniston water. The practice provides essential and enhanced primary medical services to 1,098 registered patients (weighted list size 1131.05). The ICB has received formal notification from the GP Partners that they intend to hand back their contract to the ICB on the 31st July 2025 following a decision by one of the partners to retire from General Medical Practice. The purpose of this Request for Information (RFI) is to understand the potential interest in the market to provide Primary Medical Care services to the patient population of Coniston . This information will support NHS Lancashire and South Cumbria ICB to make a decision on the future provision of primary medical services to the practice population going forward. For further details please see: Annex 1 - Requestion for Information details. Annex 2 - Health Needs Analysis No TUPE will apply. The ICB would like to invite responses to the questionnaire on the Atamis Portal, under contract reference C350287 'LSC Coniston Medical Practice - Request for Information' by Friday 11th April 2025 12:00pm. The Atamis portal can be accessed via https://health-family.force.com/s/Welcome. The ICB is not bound to follow any particular procurement process at this stage. Responding to this RFI will not guarantee providers further involvement in any future process the ICB decides to follow. Should this RFI lead to a Procurement process, providers will be required to register interest for this separately and should not rely on their response to this notice. The ICB has not determined which process to follow at this stage of engagement. The ICB welcomes feedback on the proposed service, but is not obliged to rely on provider information given in response to this request for information. Any potential interest in the market should be based on an APMS contract, required from 1st August 2025. Additional information: Please note, the ICB is not bound to proceed with a procurement following this RFI and is not bound to take on board provider information. If the ICB decide to proceed to a procurement, this service would fall fall under Schedule 1 of the Health Care Services (Provider Selection Regime) Regulations 2023.
