The Office for Standards in Education, Children's Services and Skills (Ofsted) is pleased to invite you to submit a formal tender submission to become Ofsted's Regulatory Case Management Solution (RCMS) supplier. Ofsted has previously published a Prior Information Notice relating to this requirement: Publication reference: 2023/S 000-014981 We are seeking to procure a Regulatory Case Management Solution (RCMS) that enables us to be an effective right touch regulator and force for improvement, always making best use of data and insights to promote high standards of care and act on risk to keep children safer. Having completed pre-market engagement, we are considering both a configurable platform or a finished commercial off-the-shelf product. The Contract Term will be for an initial 5-year period with the option to extend for up to a further 10 years subject to the agreement of both parties. The option to extend the contract will be solely at Ofsted's discretion and will be subject to satisfactory supplier performance, government approval and availability of funding. Potential Suppliers should not make any assumption that Ofsted will exercise its discretion to extend the contract for any specific period (for example, for 5 years at a time) or at all. The 5-year contract period will include an initial "partnering" phase followed by a design phase, which will both be used to determine whether Ofsted wishes to continue with the remaining term of the contract or activate a pause or contract break. Should Ofsted wish to continue beyond these initial phases, a subsequent build, configuration and implementation phase will precede the commencement of the live service. We are carrying out this exercise using the Competitive Procedure with Negotiation process. Ofsted reserves the right to:  award this contract on the basis of the initial tender without negotiation  negotiate in successive stages in order to reduce the number of tenders to be negotiated by applying the award criteria specified in the ITT. Additional information: The Contract Term will be for an initial 5-year period with the option to extend for up to a further 10 years subject to the agreement of both parties.

In future Ofsted plans to store its data in a common data platform, which is currently being developed by Ofsted as part of our digital transformation program. We expect this to improve the visibility of critical information to inspectors and other decision makers, and meet business and user needs.  \nWe have undertaken significant engagement and research with internal regulatory stakeholders to determine key strategic functions of a future regulatory system. We are now looking for a solution that provides the following outcomes:  \n- Regulatory decisions and rationale are recorded in a clear, structured and consistent manner. \n- Historic information is easily accessible and understandable to support dynamic assessment of risk.  \n- Links, patterns and trends are flagged to ensure relevant information is reviewed.  \n- Intelligence can be extracted to provide management, corporate and strategic oversight and insight.  \n- Capability and capacity to implement changes that keep pace with policy and operational developments. \n- An intuitive system that makes it as easy and efficient as possible to complete tasks with minimum errors. \nOfsted is issuing this Prior Information Notice (PIN) as a Request for Information (RFI) from suppliers regarding possible software solutions that can support Ofsted's regulatory activities, including casework. This will help Ofsted understand the capacity and appetite within the market.  As a constantly evolving regulator, we are seeking a flexible and responsive solution which meets our core regulatory needs. This involves presenting complex data, management of multiple workflows and enabling professional oversight. \nOfsted is keen to understand the systems that are readily available in the marketplace and suppliers are invited to express an interest in this RFI / market engagement process by emailing info-contracts@ofsted.gov.uk.  They will then be provided with a more detailed briefing pack, supplier questionnaire, and details of an upcoming webinar. \nInformation received as part of this market engagement exercise may be used to shape Ofsted's final specification of requirements, and scope any resulting procurement process. \nThe objectives of the RFI / Pre-Market Engagement Process are:   \n- To ensure the broadest possible participation in any future competition by the market. \n- For the market to find out more about Ofsted's requirements \n- To explore what suppliers are present in this sector, and how their services are/can be delivered and supported \n- To understand if there is any existing solution that can deliver the scale, flexibility and interoperability that is required  \n- To help determine the most appropriate route to market \n- To obtain any relevant market insight from suppliers \nSuppliers are invited to express an interest in this RFI / market engagement process by emailing info-contracts@ofsted.gov.uk.
