Published requirement description

The Council wishes to inform the market of an impending procurement process for a new Regeneration Framework Agreement (“the Framework”) for professional advisory services, which will be used by the Council to engage the professional advice that it requires for progressing projects associated with its investment programme and growth agenda.

The Framework is to be awarded for an initial period of three years with an option to extend for one additional year. The Framework will be available to be used by other public bodies, and it is currently envisaged that the organisations in Northern Ireland that will be eligible to make an appointment under this Framework Agreement (collectively referred to as the Employers) include: Belfast City Council; all Local Authorities in Northern Ireland; Queen’s University Belfast; and Ulster University.

CPV: Construction consultancy services · Landscape architectural services · Quantity surveying services · Technical planning services

How this buyer will score bids.

The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).

Published award criteria (2)
  • Quality: 100
  • Price: 100
Lot distribution rule: Tenderers bidding for Lot 3 cannot bid for Lots 1, 2, or 4.
What this means for your bid
  • Price carries 100 of 200 points: a 10% discount moves about 10 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Regeneration Framework” is a framework: the contest is a place on its panel, not a single contract.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
