Procedure rationaleMecon GmbH is the original equipment manufacturer and Icenta is the sole supplier of the discontinued magnetic flowmeters, for which no compatible, like‑for‑like alternative exists without extensive redesign and nuclear safety requalification. These instruments are required for operation of the facility through its extended life to 2057. Mecon has confirmed a unique, time‑limited opportunity to restart production for a final run, including an approved design improvement that removes a known failure mode and improves reliability. A direct award is therefore justified to Icenta (the sole supplier) to secure a lifetime buy, avoid disproportionate cost, programme risk, and safety impact associated with alternative solutions, and to ensure continuity of operations to end of plant life.
