Publisher note: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to NHS Dorset by midnight on Wednesday 30 September 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Representations should be sent to: [email protected] The decision to award this contract was made by relevant decision makers under the organisation's Standing Financial Instructions. All evaluators completed conflict of interest declarations prior to evaluation. Four potential or perceived conflicts of interest were identified, assessed, recorded and managed in accordance with the Authority's governance processes. Two bidder-related conflicts were declared: In both cases, written assurances were obtained confirming no involvement in the procurement design, evaluation or award decision-making process and no access to confidential procurement information. These conflicts were assessed as low to medium risk and were considered adequately mitigated. Two evaluator-related conflicts were also declared. In both cases confirmation was received that neither evaluator had involvement in any the bids and no financial interest in any bidder. One evaluator was excluded from evaluating the relevant bid and from related moderation discussions. Following actions taken, these conflicts were assessed as low risk and were considered adequately mitigated Following review, the Authority concluded that all identified conflicts had been appropriately declared, assessed and mitigated, and that the integrity, transparency and fairness of the procurement process had been maintained A weighted evaluation model was applied reflecting the importance of service quality , innovation and patient outcomes. Quality and Innovation was given the highest weighting (75%), with particular emphasis on delivery model, understanding of the local community and data and digital integration. Price (15%) ensured affordability within the funding envelope, and Social Value (10%) reflected the importance of reducing inequalities and delivering wider community benefits. Providers were also required to meet mandatory pass/fail criteria to ensure compliance with core contractual, operational, and safety requirements. The successful supplier achieved the highest overall score and demonstrated a strong, place-based delivery model supported by established partnerships across health, employment, local authority and VCSE sectors. The bid showed an excellent understanding of local communities, including underserved groups, and provided confidence in its ability to deliver integrated, accessible and person-centred support. The supplier presented a credible delivery and mobilisation approach, supported by an experienced workforce, robust governance arrangements and effective performance and data management processes. The proposal also demonstrated strong social value through local recruitment, investment in VCSE partners and a commitment to strengthening community capacity. On this basis, the Authority concluded that the submission offered the best combination of quality, innovation, delivery assurance, social value and price, providing high level of confidence in the supplier's ability to successfully deliver the service and achieve the required outcomes.
