Provision of Sheriff Officer Services - Highland

Question 4A2. Tenderers must be members of the Society of Messengers-At-Arms and Sheriff Officers (SMASO). Tenderers are required to be registered to the SMASO and adhere to its Code of Conduct.

Sheriff Officers and Messengers-At-Arms must be commissioned to operate in the Sheriffdom of Grampian, Highlands, and Islands.

Question 4B1 - Tenderer must provide general annual turnover details for the last 3 financial years.

Question 4B5 - Must hold or commit to hold the below insurance levels.

The Council will undertake financial probity checks using an independent credit reference agency, CreditSafe.

Where a Tenderer’s credit report indicates a risk rating of Moderate to Very High Risk, the Tenderer will be afforded the opportunity to submit additional supporting information. Where such information is not deemed sufficient, to the satisfaction of the Council, to mitigate the identified risk, the Tenderer shall be assessed as failing this requirement and will be disqualified from the procurement process.

Question 4A2

• Ability to operate in the Sheriffdom of Grampian, Highlands, and Islands.
• Must be a member of the Society of Messengers-At-Arms and Sheriff Officers (SMASO)

The Tenderer must confirm that staff proposed for delivery of the Contract hold all mandatory qualifications, registrations or accreditations required by law or industry standards to perform the Services.

Question 4D.1 The Tenderer must confirm that they operate appropriate quality management procedures proportionate to the Contract, such as ISO 9001 certification or equivalent internal quality management arrangements.

-The Tenderer must confirm compliance with all applicable environmental legislation relevant to the performance of the Contract and confirm that no breaches have occurred within the last three years.
