Published requirement descriptionThis procurement covers the provision of security services at Umoja House, the British High Commission (BHC) Staff Residences in Dar es Salaam, and the BHC Office in Dodoma, Tanzania. The services will be required for a period of 3 years with an option to renew for 12 + 12 months subject to satisfactory performance of the service provider.

- How the procedure runs: An Open advertisement of the opportunity via the Central Digital Platform and a Tender Notice will be published on the UK’s central digital platform (FTS) in accordance with PA23 transparency rules to ensure transparency and equal access for all capable suppliers. Clear and comprehensive Invitation to Tender (ITT) documentation, and a two-stage CfP process will be followed. Stage 1 – Initial Tenders & Shortlisting - Suppliers submit initial tenders responding to the published ITT. The Authority will apply transparent, proportionate Conditions of Participation and high‑level technical criteria to shortlist the most capable bidders for Stage 2. Stage 2 – Dialogue/Negotiation, Refinement & Final Tenders Shortlisted suppliers enter structured dialogue/negotiation to clarify proposals (e.g., staffing, supervision, mobilisation, technology). The Authority may refine requirements and then issue the Final ITT to all shortlisted bidders equally, who then submit Final Tenders for evaluation. (Negotiation and iterative refinement are core CFP advantages when run transparently and with equal treatment.) Evaluation criteria is based on the Most Advantageous Tender (MAT), considering both quality and price, with defined criteria around service delivery standards, accreditation, and social value will comply with PA23 requirements for transparency, objectivity and proportionate award criteria.

This should also include demonstrating how you provide accommodation, food and transportation for your staff, trainings Please list current contracts held in Tanzania
- Operational Readiness: Please confirm that you fulfil the legal requirements to operate in Tanzania, in this role, supporting this with evidence that you have the appropriate licenses andauthorities for the services to provide for the possible 3-5 years contract. Please describe/explain how you will ensure that you provide good quality (international security standard) services for the British High Commission in Tanzania.
