What is being bought
Published requirement descriptionThe provision of security services for BE Kinshasa is critical to the FCDO’s operational capability to achieve HMG’s objective to keep its asset safe and to discharge its Duty of Care to staff and visitors. The FCDO is seeking an experienced and competent Contractor to deliver this service.
- How the procedure runs: This procurement is being conducted using a Competitive Flexible Procedure under the Procurement Act 2023. The procurement will be undertaken in two stages: Stage 1 – Participation Stage: Suppliers will be assessed against the Conditions of Participation, including legal, financial and technical capability requirements. Only suppliers meeting the minimum requirements will be invited to participate in Stage 2. Stage 2 – Invitation to Tender Stage: Shortlisted suppliers will be invited to submit a tender. Tenders will be evaluated on the basis of the Most Advantageous Tender using a weighting of 70% Quality and 30% Price. Detailed award criteria, evaluation methodology, scoring and submission requirements will be provided in the Stage 2 procurement documents The Authority reserves the right to clarify, refine or finalise award criteria, sub-criteria, evaluation methodology and procurement documentation before Stage 2, provided that suppliers are treated equally and transparently. The Authority may also seek clarifications from suppliers and reserve the right to amend the procurement timetable where necessary.

- Economic & financial standing
Suppliers must demonstrate that they are legally constituted and authorised to conduct business in the relevant jurisdiction(s), comply with applicable laws and regulations, and have the financial capacity to deliver the Contract. Suppliers must confirm that they are not subject to insolvency or equivalent proceedings and can obtain and maintain the insurance levels required under the Contract before commencement. Equivalent forms of financial evidence may be accepted. Audited accounts and evidence of insurance are not required before contract award.
- Technical & professional ability
Suppliers must demonstrate relevant experience and technical capability to deliver security guarding and associated security services in high-risk or complex operating environments. This includes the ability to recruit, manage and train personnel, maintain operational resilience, manage performance, and deliver services in accordance with applicable legal, regulatory and security requirements. Where qualifications, certifications, accreditations or standards are specified, the Authority will accept equivalent qualifications, certifications, accreditations or standards.

- Quality: The Most Advantageous Tender will be identified using a 70% Quality and 30% Price weighting. Quality will assess the supplier's capability and proposed approach to delivering security guarding and associated security services in a high-risk operating environment, including operational delivery, contract management, mobilisation, workforce management, resilience, risk management, compliance and service quality. Price will be assessed using the Authority's pricing model and evaluation methodology. Full evaluation criteria, sub-criteria and scoring methodology will be provided in the Stage 2 procurement documents.

The Foreign, Commonwealth & Development Office (FCDO) will hold an online-only Premarket Engagement event for its Security Guarding Services for BE Kinshasa procurement on 12 August 2026, from 10:00 to 11:30 UK time.

by 12 noon UK time on Monday 10 August 2026.

Suppliers are also reminded:
- If you are not already registered on the Central Digital Platform (CDP), you must do so to obtain a unique supplier identifier number, which is required to bid for FCDO contracts under the Procurement Act 2023.
- The FCDO Jaggaer portal will be used to submit your actual bid, and it will require the ID obtained from the CDP.
