What is being bought

Published requirement description

The British High Commission Kigali seeks to procure a qualified maintenance service provider to deliver preventative, corrective and emergency maintenance services for generators, road blockers, stabilisers and solar heaters across the diplomatic estate.

The requirement is for a comprehensive maintenance service covering approximately 20 generators, 2 hydraulic road blockers/bollards, 2 stabilisers and 3 solar heaters, including preventative maintenance, corrective maintenance, emergency callouts and replacement parts as required.

The new contract will be awarded for an initial period of thirty-six (36) months, with an option to extend for a further twelve (12) months subject to satisfactory performance.

The maintenance of these assets is critical to ensuring operational resilience, power continuity, security infrastructure availability, health and safety compliance and business continuity at the British High Commission Kigali. The procurement aims to achieve:

How bids were scored

Lot awarding rule: The contract will be awarded to the bidder submitting the Most Advantageous Tender (MAT), based on a combined evaluation of Technical (60%) and Commercial (40%) criteria. Technical responses will be scored on a scale of 0 to 4 and weighted to a maximum of 60 points. Bidders must achieve a minimum score of 2 out of 4 for each technical criterion and an overall weighted technical score of at least 30 out of 60 points (50%) to proceed to commercial evaluation. Commercial proposals will be scored out of 40 points, with the lowest-priced compliant bid receiving the maximum score and all other bids scored proportionately. The final score will be the sum of the technical and commercial scores, and the contract will be awarded to the bidder achieving the highest overall score.
