Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: Cost assurance team required to be an outsourced function. Direct award to T&T because this can't be offered to any of our strategic partners as they all have project teams that produce information that the cost assurance team checks. Therefore, we use T&T due to essential MDC knowledge within T&T and additional required security requirements
