  • Strip out the inside, clear the site and protect the existing building.
  • New kitchen and bathroom, with the plumbing and electrical changes that go with them.
  • New external oil boiler, changes to the heating system, a new hot water cylinder and the pipework.
  • Plaster repairs, better insulation, decorating inside and minor carpentry.
  • Electrical testing and certificates, lighting and extra power.
  • Drainage and groundworks outside, lime pointing, repairs to the outhouse and a new well cover.
  • Site welfare, security and waste removal, risk assessments and method statements, testing and commissioning, and handover information.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 65 of 82 known-size awards · market: CPV 4545 · South West England (authority’s region), n=93
79%82%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in South West England (authority’s region).

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 18 of 43 known-location awards · market: CPV 4545 · South West England (authority’s region), n=107
42%50%

Most of this buyer’s recorded winners were registered outside the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 13 decided notices · market: CPV 4545 · South West England (authority’s region), n=18
38 days37 days

Half of these awards have an award date within 38 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: at least 9 of 119 procurements with awards had no recorded rival · market: CPV 4545 · South West England (authority’s region), n=126
8%29%

Missing bid counts may hide more single-bid awards. This share is a minimum.

How many bids did past lots attract?

i

How many bids past lots received.

Each colour is a bid-count range. Only competed lots with a published count are included.

Past bids do not predict this tender.

Commercial price forecast

Where the award price may land.

The forecast uses similar awards and the buyer’s estimate. The band covers the middle half of likely prices.

The buyer published £0 as the estimate (a placeholder, not the contract’s value), so there is nothing to forecast against.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

The main aim of this engagement is to get an indicative cost for the works. We also want to understand supplier interest and capacity, and any factors that could affect delivery of the programme. We will use the feedback to improve the procurement documents before any competition.

Suppliers can ask us for the outline scope, photographs and plans. We will send these with a link to our MS Form, which suppliers should use to answer the questions below.

We may hold follow-up discussions or a supplier session if that would help us improve the requirement. Anything shared through the engagement may be summarised and made available to all suppliers on the same basis in a future procurement.

Please base your cost on the Schedule of Works (July 2026), site photographs and plans which we will provide to you once you have got in touch with us. We are looking for a rough range excluding VAT, not a formal quote or tender. Please tell us any assumptions you have made and anything you have left out.

Questions we are interested in your response to are:-

    • What would you expect the cost of this work to be, excluding VAT?
    • Can you break your cost down by work area, for example kitchen, bathroom and decorating?
    • Are there any works you cannot estimate from the information provided? If so, what additional information would you need?
    • Are there any parts of the specification that could be delivered differently to reduce cost without materially changing the required outcome?
    • Are there any particular materials/items that could significantly affect price or availability?
    • What lead-in time would you need, and how long would the works take?
    • What assumptions have you made when estimating the cost, particularly where information is missing or unclear?
    • Is anything excluded from your estimate? If so, why?
    • Which parts of the work have the greatest cost uncertainty

Please email [email protected] with the reference "Lodge Farm Cottage Preliminary Market Engagement" to ask for the documents and the link to our MS Form. All responses should be made using the form.
