What is being bought

The Office for National Statistics is the UK's largest independent producer of official statistics and is the recognised NSI for the UK. The Authority is also responsible for collecting and publishing statistics related to the economy, population and society at national, regional and local levels. The Authority also conducts the census in England and Wales every ten years. The Office for National Statistics is seeking expressions of interest (EoI) from interested parties in a potential future procurement opportunity, as detailed below. Interested parties should register an EoI by 17:00 31st March 2025. Please submit your EoI to CommercialTeam@ons.gov.uk. Requirements for Index of Services (iOS) The monthly Index of Services (iOS) provides a timely indicator of growth in the output of the services industries and is the largest contributor to the output approach to the measurement of gross domestic product (GDP), accounting for 79.3% of UK GDP in 2015. We require data that will feed into the real estate activities sector where we are specifically looking for data to cover letting of own property other than dwellings. We publish data on real estate across three industries. • Buying, selling, renting, and operating of own or leased real estate • Imputed Rent • Real estate activities on a fee or contract basis. This data requirement for non-residential data would be one of two data feeds for "Buying, selling, renting, and operating of own or leased real estate (excluding imputed rent)" and is required to cover a calendar month. Requirements for Services Producer Price Index (SPPI) The quarterly SPPI provides an indicator of inflation for the service sector of the UK by measuring services producer prices. The primary use of the SPPI is as a deflator in the UK National Accounts; it is also an important inflationary measure to inform monetary policy and to account for inflation in long-term service procurement contracts. As such, users of SPPI include Her Majesty's Treasury and the Bank of England, as well as other government departments and private businesses. We require data that will feed into the calculation of price indices related to real estate activities where we are specifically looking for data on the value of property rentals/lettings and sales/acquisitions. We publish data on real estate activities across three industries: • Renting and operating of own or leased real estate • Real estate activities on a fee or contract basis • Buying and selling of own real estate This data requirement is primarily for non-residential (commercial) property data to feed into "Renting and operating of own or leased real estate" and "Real estate activities on a fee or contract basis". Availability of residential data, as well as data related to "Buying and selling of own real estate" will be desirable. Data is required to cover a calendar month.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 72. The category anchor is Data services (72300000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
