Procurement of repairs and maintenance services
Authority: Muircroft Housing Association (Housing)·On behalf of: Sitemark Ltd
What is being bought
Published requirement descriptionSitemark Ltd is managing a compliant public sector tender process on behalf of Muircroft Housing Association Ltd (the Contracting Authority) for the procurement of repair & maintenance services.
- How the procedure runs: Muircroft Housing Association Ltd intends to undertake a Competitive Flexible Procedure in accordance with the Procurement Act 2023 to appoint a suitably qualified and experienced service provider for the delivery of Repairs and Maintenance Services. Following completion of the preliminary market engagement exercise, the formal procurement process will comprise the following stages: 1. Stage 1: Invitation to Tender (ITT) and Initial Evaluation Eligible service providers are invited to submit detailed technical, operational and commercial proposals. Submissions will be evaluated against the published award criteria, including service delivery methodology, technical capability, quality assurance, mobilisation, social value and pricing. The evaluation will identify the highest-scoring service providers to progress to the next stage. 2. Stage 2: Tender Presentations and Clarifications Shortlisted service providers will be invited to deliver presentations demonstrating their proposed service delivery model, operational capabilities, contract management arrangements and approach to achieving project's objectives. Presentations will also provide an opportunity to clarify aspects of the tender submissions. 3. Stage 3: Optional Negotiation and Best and Final Offer (BAFO) Muircroft reserves the right to conduct structured negotiations with shortlisted service providers to optimise service delivery arrangements, contractual provisions and commercial proposals. Following negotiations, service providers may be invited to submit a Best and Final Offer (BAFO), reflecting any agreed refinements. Final submissions will be evaluated against the published award criteria to determine the most advantageous tender. 4. Stage 4: Contract Award and Mobilisation Following completion of the evaluation, we will identify the successful service provider, issue the required assessment summaries and publish the relevant contract award notice. We will observe the applicable standstill period before entering into the contract. We will then commence a structured mobilisation process to ensure continuity of repairs and maintenance services. Procurement Flexibility: Muircroft reserves the right to refine the procurement process, including the number of service providers progressing between stages, or to award the contract without negotiation or BAFO, where expressly permitted by the published tender documentation and applicable legislation. All stages will be conducted transparently and fairly, with suppliers treated equally.

- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- Turnover usually expected at this size: about £839,080 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.

Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
No small-firm winners recorded among this authority’s published awards in this sample.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in South East England (authority’s region).
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 72 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Awards are recorded, but published direct routes and bid counts do not establish this buyer’s share.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
