The Met Office is responsible for services delivering meteorological observations to a global audience on behalf of three EUMETNET Observations Programmes (E-Profile, EGVap and E-ABO). The Met Office has delivered these observations services for more than a decade. The IT systems delivering the services managed by the Met Office, on behalf of EUMETNET, are commonly known as Datahubs. The E-ADAS (EUMETNET AMDAR data acquisition system) Datahub processes AMDAR observations from European airlines that are part of the EUMETNET aircraft-based observations programme (EABO). The E-Profile Datahub processes data from several types of observing instrument that vertically profile the atmosphere. These instruments include radar wind-profilers, automatic LIDARs and Ceilometers. The E-GVap Datahub is the simplest of the three. The E-GVap Datahub receives data in a standard format (from the geodetic community) and converts these data into a format that can be used by NMHSs. The three Datahubs are currently operational but are reaching end-of-life due to their age and deployment on Met Office on-premises platforms (LINUX VMs). The use of on premises platforms is contrary to the Met Office strategy of using public cloud (i.e.Microsoft Azure or Amazon Web Services). To ensure the long-term viability of the datahubs, the Met Office is looking to work with a partner to redevelop and then operationally support all three datahubs.

"description": "The Met Office is responsible for services delivering meteorological observations to a global audience on behalf of three EUMETNET Observations Programmes (E-Profile, EGVap and E-ABO). The Met Office has delivered these observations services for more than a decade. The IT systems delivering the services managed by the Met Office, on behalf of EUMETNET, are commonly known as Datahubs.\nThe E-ADAS (EUMETNET AMDAR data acquisition system) Datahub processes AMDAR observations from European airlines that are part of the EUMETNET aircraft-based\nobservations programme (EABO). The E-Profile Datahub processes data from several types of observing instrument that vertically profile the atmosphere. These instruments include radar wind-profilers, automatic LIDARs and Ceilometers. The E-GVap Datahub is the simplest of the three. The E-GVap Datahub receives data in a standard format (from the geodetic community) and converts these data into a format that can be used by NMHSs.\nThe three Datahubs are currently operational but are reaching end-of-life due to their age and deployment on Met Office on-premises platforms (LINUX VMs). The use of on premises platforms is contrary to the Met Office strategy of using public cloud (i.e.Microsoft Azure or Amazon Web Services).\nTo ensure the long-term viability of the datahubs, the Met Office is looking to work with a partner to redevelop and then operationally support all three datahubs.",

"description": "Procurement for the redevelopment of EUMETNET observations data hubs and ongoing support on behalf of the Met Office\nThe requirement:\nThe Met Office is seeking to establish a Contract with a single supplier for the redevelopment and ongoing support and maintenance of three Datahubs. \nThe Met Office is responsible for three services, known as Datahubs, collecting, processing and delivering meteorological observations data to users on behalf of EUMETNET Programmes (E-Profile , E-GVap and E-ABO). \nThe Met Office has delivered these observations services operationally for more than a decade. \nThe three Datahubs are currently operational but are reaching end-of-life due to their age and their deployment on Met Office on-premises platforms (LINUX VMs).\nThe Contract term and value:\nThe initial Contract term is expected to be for a period of 2.5-years (July 2026- December 2028) followed by 5 x 1-year optional extension periods up to Dec 2033.\nThe Contract value within the initial Contract term shall include the initial development and the initial operational costs with the intention of having all 3 Datahubs fully operational by the end of the initial Contract term. \nThe development costs within the initial Contract term are estimated to be ~£435,000.00 ex VAT, though the operational costs within this initial Contract term are currently unknown. \nThe Contract value within the 5 x 1-year optional extension periods is expected to include operational costs only.\nPayment structure shall be flexible to allow for a proportionate 'up front' payment. \nFollowed by interim payments, based on delivery milestones up to the end of each development phase.\nThe Preliminary Market Engagement and Purpose:\nThe Met Office is holding a virtual MS Teams preliminary market engagement exercise on 12th August 2025 from 13:00-15:00hrs. This is scheduled to run for 2 hours. \nThe purpose of this exercise is to help the contracting authority and the market prepare for the upcoming procurement. Furthermore, the contracting authority is seeking to understand the level of market competition and interest, as well as to establish market capability and key challenges, and to acquire input from suppliers on the draft specification of requirements.\nDocuments:\nPreliminary Market Engagement Slides\nDraft Specification of Requirements\nPreliminary Market Engagement Questionnaire\nPlease use the following link to access the Preliminary Engagement Documents https://procontract.due-north.com/\nThe meeting will be recorded and a transcript will be generated.
