Coverage: 1 active published awards; 1 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleIt is considered that the Contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons. The Contract can only be placed with Leonardo UK Ltd as they are the only supplier that has the knowledge and specific tools to have developed a suite of Probabilistic Risk Assessment Validation and Verification models necessary to use and develop the MATILDA software tool and additional Stray Laser Energy (SLE) module. Leonardo have access to the all previous iterations of the MATILDA tool and are the only contractor with the technical knowledge and experience necessary to modify the MATILDA programme.
