Primary Medical Care Provision for The Gardens & Jacobs Neurological Centre Care for patients with complex neurological conditions incl. brain & spinal injury and neuroprogressive conditions

This is a voluntary ex ante transparency notice and is intended to provide notice of HWE ICB’s intention to award a 36-month contract (01/09/2023 – 31/08/2026) with the option to extend the contract by up to an additional 24-month period (31/08/28); a maximum contract term of 60-months. It is HWE ICB’s intention to award this contract to Steller Healthcare who HWE ICB believe are best placed to provide this intensive niche primary care provision at Gardens and Jacobs Neurological Centre in Hertfordshire, within a required ‘time is of the essence’ timescale for patient cohort who have complex neurological conditions including acquired brain injury, spinal injury as well as neuroprogressive conditions. The complexity of the patient cohort means this is not suitable for standard registration with a GP practice. HWE ICB have decided that the best solution to ensure that Patients across Hertfordshire and West Essex benefit from this is to ensure local provision of services through close working with partners across the integrated care system, including the Care Home, Community and Voluntary services through a GP led service to enable integration with existing patient pathways within the ICS and is to contract with Stellar Healthcare, who are best placed and most technically capable to successfully deliver this service at pace. As such the ICB propose to award a contract to Stellar Healthcare for the provision of Care for ‘complex neurological and neuroprogressive conditions’ commencing 1st September 2023 for 36 months (with the option to extend by a further 24 months). The Authority has made this decision for reasons of extreme urgency brought about by events unforeseeable by the Authority and can confirm that the time limits for the open or restricted procedures or competitive procedures with negotiation could not be complied with before a contract start date of 01/09/2023. This is to ensure that patient service continuity is maintained and to ensure that patients are not without a service from 01/09/2023, onwards. In accordance with Regulation 72 (1) (a) of the PCRs 2015, the services covered by the arrangement may change and expand as the Service develops. Additional information: In accordance with best practice, the Authority will apply a voluntary 10-day standstill period, from the publication date of this notice, before the contract is concluded with the identified provider.
