Tenderers must meet the Council's minimum requirements relating to eligibility, exclusion grounds, conflicts of interest, financial standing, and acceptance of the Council's terms and conditions, as detailed in the ITT. No minimum turnover thresholds apply.

- Delivery and Quality: Assessment of the bidder's approach to delivering and managing the Community Grants Programme, including understanding of requirements, methodology, experience, resourcing, risk management, monitoring, reporting and stakeholder engagement, as set out in the Invitation to Tender.
- Price: Assessment of the bidder's proposed price and value for money, including transparency and appropriateness of costs within the £30,000 contract value, as set out in the Invitation to Tender.
- Governance, Risk and Compliance: Assessment of governance arrangements, risk management, financial stability, compliance with legal and policy requirements, and submission of required declarations, as set out in the Invitation to Tender.
- Social Value: Assessment of social value commitments, including support for local employment and training, local supply chains, environmental sustainability, and support for young people or community organisations, in accordance with ITT3.
- Condition of participation
Participation is open to any organisation capable of delivering the requirements set out in the Invitation to Tender.
