What is being bought

Published requirement description

This is a Preliminary Market Engagment notice that the Home Office will be seeking to at an as yet undetermined date a vessel arrest system. This notice is for interested parties to express interest in providing this work.

Border Security Command Maritime is seeking information from suppliers capable of providing a portable vessel arrest capability to support maritime law enforcement and border security operations.

The capability is intended to enable trained maritime enforcement personnel to safely intercept and stop non-compliant vessels during active pursuit operations, reducing risks to enforcement crews, members of the public, and occupants of target vessels.

The Authority is particularly interested in solutions that are portable, self-contained and manually operated, enabling deployment across multiple maritime assets without the need for permanent vessel integration.

The Authority seeks a vessel arrest solution capable of disabling, arresting, or otherwise preventing the effective propulsion of a target vessel, resulting in a controlled reduction in manoeuvrability and speed, facilitating safe interdiction and boarding operations.

The solution must be suitable for deployment from operational enforcement vessels, including RHIBs and patrol craft, operating in coastal and offshore environments.

The proposed solution should:

  • Enable the safe interdiction and controlled stopping of non-compliant vessels.
  • Be capable of affecting the propulsion capability of a target vessel.
  • Be suitable for deployment against a range of vessel sizes and propulsion arrangements commonly encountered in maritime enforcement operations.
  • Be effective against high-speed vessels.
  • Support enforcement actions during dynamic maritime pursuit scenarios.
  • Facilitate safe follow-on boarding and enforcement activities following deployment.
  • Minimise risk of injury to pursuing crews, target vessel occupants and third parties.

The proposed solution should:

  • Be a portable, self-contained system.
  • Be deployable by trained maritime enforcement personnel.
  • Be handheld or otherwise operator-carried.
  • Require no permanent installation on the host vessel.
  • Require no structural modification to the host vessel.
  • Require no integration with host vessel navigation, propulsion, communication or control systems.
  • Require no dedicated onboard electrical power supply.
  • Be capable of transfer between vessels without modification.
  • Be capable of safe carriage and storage aboard operational maritime enforcement vessels.
  • Be suitable for deployment from RHIBs and other small operational craft.

The tender opportunity will be issued via the Home Office eSourcing Portal and bidders must therefore ensure they have registered: homeoffice.app.jaggaer.com ↗

Bidders will also need to be registered on the UK Government's Central Digital Platform (Find a Tender Service). This is known as GOV.UK One Login and can be accessed at signin.account.gov.uk/sign-in-or-create ↗

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
