SCW CSU (the incumbent) is closing on 31st March 2027 as part of the overarching NHS changes and restructures, and specifically the closure of CSUs. SCW's People Operations service, which currently supports seven ICBs and SCW, comprises of approximately 39 WTE staff, and needs to transfer to a new host organisation by 1 December 2026. Chief Personnel Officers is safe, effective and uninterrupted service continuity. People Operations Services are a required function, and to not have a continuous functioning service would cause significant harm and distress to the customer workforce, likely resulting in personal hardship. Given the compressed timescale, the participating ICBs agreed that it would not be appropriate to attempt to redesign or transform the service before transfer. The agreed approach is therefore a short-term lift-and-shift transfer, maintaining the existing service, workforce, systems, processes and ways of working, with transformation and development of the future operating model taking place subsequently. In line with regulations, an informal selection process was undertaken across the South of England, and Delt Shared Services Ltd was selected as the preferred provider following this and other due diligence.
