PCH has been approached by Classic Builders who owns the land associated with this opportunity and has introduced the proposal directly.
As the developer is the owner of the site, no alternative suppliers are able to deliver the same development on this specific landholding. Consequently, a competitive procurement exercise is not considered appropriate.
PCH considers that progressing discussions with Classic Builders represents the most efficient and proportionate approach, given the unique nature of the land ownership and the opportunity presented.
This notice is published in the interests of transparency and to demonstrate that PCH has considered its obligations in relation to procurement regulations.
