- How the procedure runs: The Authority will be using 2 Stage Competitive Flexible Procedure for this procurement: Stage 1: Conditions of Participation: Part 1 – Conditions of Participation (COP) - Instructions to Potential Suppliers (Participation Instructions); Part 2 – Participation Supplier Questionnaire (PQ); Stage 2: Invitation to Submit Tenders (ITT) The Authority reserves the right, in accordance with Section 24 of the Procurement Act 2023, to refine and develop the award criteria and associated assessment methodology following this Tender Notice and prior to the issue of the formal tender documentation at stage 2. In line with Section 31 of the Procurement Act 2023, the Authority may make non-substantial changes to the procurement documents before the tender submission deadlines. This may include clarifications or refinements to the specifications or other requirements to ensure they are clear, accurate and fit for purpose.

Following a review of the procurement documentation, the Authority has determined that changes are required to the Conditions of Participation stage documentation. In the interests of transparency, equal treatment and fair competition, the Authority has decided to discontinue the current procurement process and reissue the procurement documentation. No further evaluation activity will be undertaken in relation to responses submitted under the current process. The Authority intends to recommence the procurement through a reissued Conditions of Participation stage. |
