Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health services (85100000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the processes as set out in the PSR have been applied and not the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023. The standstill period begins on the day after the publication of the notice. Representations by providers must be made to the relevant authority by 24 March 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The final decision to award the contract was made by the LSC ICB Executive Team on the 17 February 2026. This award is in compliance with direct award route c as there is an existing provider for the services and the existing provider is satisfying the original contract, will likely satisfy the proposed new contract and the services are not changing considerably. In completion of the service and provider assessment, the relative importance of the key criteria (Quality and Innovation, Value, Integration, Collaboration, and Service Sustainability, Improving Access, Reducing Health Inequalities, and Facilitating Choice, and Social Value) were considered against the current contract specification and the ICB are assured that the provider is satisfying the requirements within the specification in relation to the key criteria. The ICB are also satisfied that the provider meets the basic selection criteria.
