What is being bought

Published requirement description

The Foreign, Commonwealth & Development Office ("FCDO") has a project to fit out the new Deputy High Commission office at One Lodha Place, Mumbai, India (the "Project"). The existing office has reached the end of its useable life and is not considered economically viable to refurbish. FCDO has purchased approximately 60% of a single floorplate within the new office tower (GIA 1,250sqm; effective useable office area 998sqm). The space is currently shell and core and requires a full fit-out. This notice relates to White Zone works only. The design is at RIBA Stage 4. AECOM Limited has been appointed as design, cost and project management consultants and, through its local office, will oversee all site works.

FCDO intends to engage the market in relation to the Project as part of preliminary market engagement. The purpose is to build FCDO's understanding of the market and of the key considerations for the procurement and delivery of the Project. It will also inform the development of FCDO's procurement strategy, commercial approach and proposed Conditions of Participation.

Key requirements include:

  • Internal fit-out, including acoustic, ballistic and fire-rated partitions, ballistic airlocks and glazing, ceilings, internal doors (with access control coordination), floor and wall finishes, joinery, blinds and furniture
  • Full MEP installation connected to the base build systems, including sprinklers, fire alarm, emergency lighting, small power, lighting and controls, HVAC (including N+1 to server rooms) and AV
  • Basement works, including EV charger installation and electrical works for a mail scanner and security cage
  • Contractor Design Portions, including MEP supports and anchors, second fix coordination, acoustic stopping details, duct sizing, and drainage and vent coordination
  • Delivery to the relevant local Indian building codes and standards applicable in Mumbai, enhanced to UK standards where appropriate
  • Coordination with the building owner, including management of material deliveries, and full compliance with the owner's fit-out guidelines
  • Responsibility for ensuring that all entities carrying out the works hold the registrations, licences and approvals required in Mumbai
  • Security vetting and FCDO approval of the Contractor and its sub-contractors, expected to comprise police checks for all labour on site

FCDO is proposing to use the NEC4 Engineering and Construction Contract (ECC) Option A, amended to include an X22 Early Contractor Involvement (ECI) stage.

The scope described in this notice represents the works FCDO would like to explore with the market and may change. The indicative programme is contract award in April 2027, start on site in August 2027 and completion in February 2028. Nothing in this notice constitutes a commitment to commence a procurement.

How the contest usually goes

Winner shares use published awards; bid and price charts use contested lots.

Question for the bid
The marketDelivery in India
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 111 of 378 known-size awards · market: not compared
29%—

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 1 of 2 known-location awards · market: not compared
1 of 2—

The notice lists delivery in India, so this procedure has no confirmed single UK region; the buyer’s figure reads its other awards, each against its own delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 47 decided notices · market: not compared
81 days—

Half of these awards have an award date within 81 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The buyer’s share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: at least 80 of 483 procurements with awards had no recorded rival · market: not compared
17%—

Missing bid counts may hide more single-bid awards. This share is a minimum.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

This preliminary market engagement is intended to:

    1. Inform the market of FCDO's potential requirements and give organisations with a potential interest the opportunity to provide early feedback
    2. Understand market interest, capability and capacity, including the ability to deliver in Mumbai and to meet the required security vetting
    3. Test whether prospective contractors are likely to be able to meet the anticipated legal, financial and technical Conditions of Participation if formally tested at Pre-Selection Questionnaire (PSQ) stage, and whether those conditions are proportionate
    4. Seek feedback on key commercial and delivery considerations, including the proposed contract form and Early Contractor Involvement approach

Engagement will be through a Market Engagement Questionnaire, which can be found at: forms.cloud.microsoft/r/JxDMD2MLFy ↗

The questionnaire should take approximately 15-20 minutes to complete. Prospective contractors are invited to review the project information in this notice before responding.

Please answer on the basis of your current organisation and any delivery partners or associated persons on whose capacities you would realistically expect to rely. Responses should be in writing and in English. They should be specific and concise, and generic marketing material should not be submitted. Please include your organisation's full name in the header or footer of each page, and the name, role, email address and telephone number of the person responsible for the response.

If this opportunity is of interest, please complete and submit the Market Engagement Questionnaire via Microsoft Forms by 24 November 2026. Any questions about this exercise should be directed to [email protected].

Responses will be used to inform FCDO's procurement strategy and any subsequent procurement documents, including the scope and proportionality of the Conditions of Participation. The questionnaire will be used to assess the market as a whole, not individual respondents. Responses will not be evaluated and will not form part of any later selection or tender evaluation. Participation or non-participation will not give any organisation an advantage or disadvantage in a future procurement.
