Published description of the framework
Lot A1-Work will be allocated by the grant applicant’s agent, the Council, who has sole responsibility and discretion for determining the scope of work of individual projects and for assessing their value. The Council will allocate the work for Lot A1 on a rotational basis. Call off contracts are offered in strict rotation to framework contractors, a ‘Round’ is complete once each eligible Framework contractor has been offered a call off contract [whether or not they have accepted such offer].
Upon entry into this Framework Agreement, each Framework Contractor will be allocated a number from 1 to 18 for Lot A1 and in each case corresponding to their ranking following evaluation of their Framework Tender Submissions.
The first Call-Off Contract will be offered to the first-placed Framework Contractor. At the time of the Call off Contract Framework Contractors can request an additional Call-off Contract (maximum Call-off Contracts of 2 per Round). Subsequent Call-Off Contracts will then be offered to the next highest placed Framework Contractor in accordance with the order of their ranking. Once a Call-Off Contract has been offered to the lowest placed Framework Contractor, a Round is complete and the process begins again with the next Call-Off Contract being offered to the first placed Framework Contractor, and so on.
For the avoidance of doubt, if a Framework Contractor refuses or fails to accept the offer of a Call-Off Contract, the next Call-Off Contract in the current Round will be offered to the next Framework Contractor who has not yet been offered a Call-Off Contract in the current Round. A Framework Contractor which refuses or fails to accept an offer of a Call-Off Contract in the current round will not be offered another Call-Off Contract until the next Round. If a framework contractor refuses or fails to accept an offer on two separate occasions, then that Framework Contractor will be removed from the framework and will need to re-apply when the framework is re-opened annually for new bidder submissions.
The Contractor is responsible for notifying the Council of any mitigating circumstances that may affect work allocations. Such circumstances will be reviewed by the Council and, where deemed valid, the Council may, at its discretion, revoke a strike on a one-off basis while the Contractor’s mitigating circumstances are being resolved. Where the Council considers it necessary, it also reserves the right to implement a temporary halt on call-off contract allocations during this period.
Lot A2-Work will be allocated by the grant applicant’s agent, the Council, who has sole responsibility and discretion for determining the scope of work of individual projects and for assessing their value. The Council will allocate the work for Lot A2 on a rotational basis. Call off contracts are offered in strict rotation to framework contractors, a ‘Round’ is complete once each eligible Framework contractor has been offered a call off contract [whether or not they have accepted such offer].
Upon entry into this Framework Agreement, each Framework Contractor will be allocated a number from 1 to 5 for Lot 2 and in each case corresponding to their ranking following evaluation of their Framework Tender Submissions.

Where the Council considers it necessary, it also reserves the right to implement a temporary halt on call-off contract allocations during this period.
Lob B-Work will be allocated by the grant applicant’s agent, the Council, who has sole responsibility and discretion for determining the scope of work of individual projects and for assessing their value. The Council will allocate the work for Lot B on a rotational basis. Call off contracts are offered in strict rotation to framework contractors, a ‘Round’ is complete once each eligible Framework contractor has been offered a call off contract [whether or not they have accepted such offer].
Upon entry into this Framework Agreement, each Framework Contractor will be allocated a number from 1 to 18 for Lot B and in each case corresponding to their ranking following evaluation of their Framework Tender Submissions.
The first Call-Off Contract will be offered to the first-placed Framework Contractor. Lot C-Work will be allocated by the grant applicant’s agent, the Council, who has sole responsibility and discretion for determining the scope of work of individual projects and for assessing their value. The Council will allocate the work for Lot C on a rotational basis. Call off contracts are offered in strict rotation to framework contractors, a ‘Round’ is complete once each eligible Framework contractor has been offered a call off contract [whether or not they have accepted such offer].
Upon entry into this Framework Agreement, each Framework Contractor will be allocated a number from 1 to 3 for Lot C and in each case corresponding to their ranking following evaluation of their Framework Tender Submissions.
The first Call-Off Contract will be offered to the first-placed Framework Contractor. At the time of the Call off Contract Framework Contractors can request an additional Call-off Contract (maximum Call-off Contracts of 2 per Round). How City & County of Swansea buys Construction work (CPV 45), and who usually turns up

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Wales (Cymru) (authority’s region).
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 55 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Awards are recorded, but published direct routes and bid counts do not establish this buyer’s share.
How many bids did past lots attract?
i

Each colour is a bid-count range. Only competed lots with a published count are included.

How did awards compare with estimates?
i
Where winning prices landed against estimates.
Each colour shows awards below, close to or above the published estimate, one lot at a time.
On a framework or DPS, prices are agreed when work is called off.
Past prices are a guide, not a bid price.
Not comparable on a framework or DPS: the price is set later, on each call-off.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
