Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: OCN NI are the sole supplier of the accredited training courses that meet the specific needs of hard to reach vulnerable people. The suite of accredited training offered reflects the mission statement and value base of EA. There is no other supplier who can provide this service.
