Published description of the framework

The FOMP Framework will operate as a single‑supplier framework agreement, through which all services will be commissioned via individual Call‑Off Contracts. The FOMP Framework is established in accordance with the Procurement Act 2023. Call‑Off Contracts are awarded directly to the Supplier using the core terms and pricing mechanism set out in the Framework. Pricing under the Framework will be a fixed‑price model, with all rates remaining fixed for the full Framework Period. For each Call‑Off, the Met Office may refine and specify its detailed requirements-such as scope, deliverables, timelines and the application of the established pricing mechanism-in order to finalise the Call‑Off Contract, provided that such refinement remains within the parameters, core terms and pricing provisions defined in the Framework.

Lot distribution rule: Met Office are looking for a single supplier to provide both Lots.
What this means for your bid
  • Price carries 25 of 100 points: a 10% discount moves about 2.5 points. The method statement decides this lot, not the discount.
  • “Framework for Foundational learning and development programme in…” is a framework: the contest is a place on its panel, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
