- Change One Vision Housing has amended the contract by increasing the value of up to 50% of the original contract value in line with Regulation 72(c) of the Public Contract Regulations 2015., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The proposed 50% uplift is required following The Sovini Group and its Registered Provider’s unforeseen appointment as Sefton Council’s exclusive affordable housing delivery partner 2030, which has materially increased development activity and demand under the TPA. The modification is proportionate, supports continuity of compliant delivery, mitigates delay, disruption and duplicated procurement costs, and safeguards delivery of strategic affordable housing outcomes for Sefton residents.
