Newcastle University will enter into a research agreement with Nordic Biosciences. The reason why this opportunity will not be advertised via Find a Tender and Contracts Finder is because Nordic Biosciences will measure a range of blood-based biomarkers in biological samples as part of a natural history study in subjects with liver disease, including biomarker assays that rely on access to Nordic Biosciences proprietary technologies that are not otherwise available. The use of a single laboratory analysis facility for these assays is essential for this work to ensure sample stability by minimising freeze/thaw cycles and to minimise sample wastage as biological sample volumes are limited. In addition, Nordic Biosciences will collaborate as required with the academic investigators to support the downstream analysis of data, sharing know-how of collagen biology.

Review and risk notes

Review procedure: Newcastle University will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and 4 / 4 that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address referred to in part 1.1 above. If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages
