What is being bought

The proposed framework is for the supply and delivery of Sample Collection devices and consumables consisting of individual tubes and in vitro kits (IVD) prefilled with Viral Transport Medium (VTM) and Inactivating Medium , swabs, lysis buffer, and complementary accessories. Individual Sterile Dry Swabs with Breakpoint

A Sterile swab is a medical device used to collect specimens from any body part for in vitro diagnostic purposes. The swab will have a flexible polystyrene shaft with viscose, floxsynthetic or flocked, mini tip, colour white, PCR ready and sterile, with a scored break point and fits securely (once broken) in the tube using a method of capturing the swab securely within the screw cap of tube. The swab will be supplied in a peel pouch format and marked with CE number or equivalent UKCA, IVD, storage conditions, sterile, manufacture, part number, lot number and expiry date as a minimum, supplied individually or as part of an IVD PCR Sample collection peel pouch kit. Swabs will be used to collect viral and bacterial targets from various orifices of the human body, such As: Nasal, throat, ear, cervix, nasopharyngeal, skin, toe nails, vaginal and urethral.

    "reviewDetails": "The Authority will notify economic operators who submitted a tender or (where no deselection process has previously been made) applied\nto be selected to tender, of its decision to award the Framework Agreement which notification will contain, among other information, a\nsummary of the reasons as to why the economic operator was unsuccessful. The notification will incorporate a ‘standstill period’ of a\nminimum of 10 (ten) clear calendar days (or a minimum of 15 (fifteen) if the communication method used is not electronic) between the\ndate on which the Authority despatches the notice(s) and the date on which the Authority proposes to conclude the relevant Framework\nAgreement. The bringing of court proceedings against the Authority during the standstill period will automatically continue the prohibition\non entering into the Framework Agreement until the court proceedings are determined, discontinued or disposed of, or the court, by interim\norder, brings to an end the prohibition. The remedies that may be awarded by the courts before the Framework Agreement has been entered\ninto include the setting aside of the decision to award the Framework Agreement to the winning tenderer(s). The bringing of court\nproceedings against the Authority after the Framework Agreement has been entered into will not affect the Framework Agreement unless\ngrounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established.     "reviewDetails": "The Authority will notify economic operators who submitted a tender or (where no deselection process has previously been made) applied\nto be selected to tender, of its decision to award the Framework Agreement which notification will contain, among other information, a\nsummary of the reasons as to why the economic operator was unsuccessful. The notification will incorporate a ‘standstill period’ of a\nminimum of 10 (ten) clear calendar days (or a minimum of 15 (fifteen) if the communication method used is not electronic) between the\ndate on which the Authority despatches the notice(s) and the date on which the Authority proposes to conclude the relevant Framework\nAgreement. The bringing of court proceedings against the Authority during the standstill period will automatically continue the prohibition\non entering into the Framework Agreement until the court proceedings are determined, discontinued or disposed of, or the court, by interim\norder, brings to an end the prohibition. The remedies that may be awarded by the courts before the Framework Agreement has been entered\ninto include the setting aside of the decision to award the Framework Agreement to the winning tenderer(s). The bringing of court\nproceedings against the Authority after the Framework Agreement has been entered into will not affect the Framework Agreement unless\ngrounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established.
