- Risks
Suffolk County Council has joined the government's Devolution Priority Programme.
This process has the potential to lead to the establishment of a county combined authority for Norfolk and Suffolk, with strategic powers, headed by an elected mayor. A consultation is under way. Government has also invited participation by Suffolk in Local Government Review. This process has the potential to lead to unitary local government in Suffolk. One of these changes could happen without the other. This risk is declared as a known risk as we do not yet understand the implications of that potential re-organisation.
The contract may be assigned or novated or otherwise transferred to any successor authority(ies) to Suffolk County Council or to any joint body incorporating or formed by any such successor. The County Council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Suffolk's current geographical boundaries. Impacts may also include modifications to the contract.
In addition, our Preliminary Market Engagement also highlighted the risk of external factors including policy changes and/or evolving standards during the course of delivery, which require curriculum adjustments. Awarded contract(s) may require amendment/modification due to this risk.

The grant we have received from the Department for Education has been increased by ~100% in 2025/6 (£4.1 million) compared to 2024/5 (£2.2 million).
Suffolk County Council (SCC) is committed to ensuring fairness, openness and transparency in line with the objectives in Section 12 of the Procurement Act 2023.
It is the current intention of SCC to appoint providers with relevant experience and who can demonstrate that they can deliver a range of Skills Bootcamps supporting three overarching themes and lots:
- Developing Talent for Infrastructure
- Developing Talent for Technology Application and Convergence
- Developing Talent to underpin Growth and Employment
To support our procurement activity and develop the potential range of providers, we are undertaking Preliminary Market Engagement (PME) to help SCC:
1] identify an increased range of training providers that may be able to deliver Skills Bootcamps in 2025/26
2] understand capacity among providers in the region for potential future years of Skills Bootcamps
3] understand potential barriers for SMEs and opportunities to minimise some of these barriers
We will used the ‘Central Digital Platform’ to promote the PME, alongside our current channels including the Norfolk and Suffolk Skills Hub, LinkedIn, SCC and NCC website.
To express an interest in this opportunity, and to access/view the PME briefing pack, please register your details for Suffolk Sourcing and “opt in” to the project at in-tendhost.co.uk/suffolksourcing/aspx… ↗
If you would like to provide initial feedback on this opportunity, we would kindly request that you fill in the following questionnaire ideally by 6th May 2025:
forms.office.com/e/YHdRvCsirW ↗
Any information gathered as part of this exercise may be used in the development of our requirements and our approach to the procurement.
The PME briefing pack and any Q&A generated in response to the PME will be made available to all as part of any subsequent tender documentation. This will ensure that those participating in PME are not put an unfair advantage. This will also enable us to mitigate the risk of distortion of competition.
We would also strongly encourage providers who are interested in this opportunity to register for the new Central Digital Platform, following the guidance at the following web address:
Please note, this is required even if you have historically had an account with the ‘Find a Tender’ service.
