This includes the proposed Compliance Plan Manager function.  Further work is required to develop the NHSScotland strategy for a technical services framework which will include NEC Supervisor services.   NHS National Services Scotland deemed that putting in place a short duration framework until such time a fit for purpose “technical services” framework constitutes significant inconvenience and substantial duplication of costs in line with Regulation 72(1)(b).",
