This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the Standstill Period. Representations by providers must be made to decision makers by midnight on 24 September 2025 (8 working days following publication of intention to award notice). This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. A contract will not be awarded until after the 9th working day following standstill.
Publisher note: The original published notice was issued as a Provider Selection Regime (PSR) Intention to Award Notice utilising Direct Award Process C, followed by a subsequent corrigendum. The award of the contracts was conducted in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, neither the Public Contracts Regulations 2015 nor the Procurement Act 2023 applied to this award process. A mandatory standstill period was observed and concluded without any representations being received. The award decision was made by the following individuals from NHS England - North West: • Public Health Senior Manager • Screening & Immunisation Coordinator • Screening & Immunisation Manager • Finance Manager (Public Health, COVID & Medical Revalidation) • PA to Head of Public Health and Public Health Administrator The Relevant Authority were of the opinion that the existing providers were satisfying the existing contracts to a satisfactory level and would likely satisfy the proposed new contract. The providers were assessed against the five key PSR criteria and all mandatory requirements, and was deemed to have met these satisfactorily. No conflicts of interest were identified in relation to the procurement process.

Details of the individual(s) making the award decision: North West Public Health Senior Leadership Team Meeting Deputy Director for Commissioning Finance, Director of Nursing and Medical Director for Commissioning. There were no conflicts of interests identified., Need for additional works, services or supplies by the original contractor/concessionaire: Reasons for Modification; There are immediate and longer-term challenges in relation to undertaking a full procurement across the NW at this time. This is compounded by a system wide organisational change process resulting in capacity reduction and staff movement due to redundancy and re-structuring. Recent and upcoming national changes to the DESP programme, alongside the Cheshire and Merseyside area which has never been procured, highlight the need for a full and comprehensive stakeholder engagement to be undertaken in order to mitigate any risk of representation at procurement stage. The planned term of the new arrangements will span the period covering recent discussions around the Office of Pan ICB Commissioning from 1st April 2027 and will provide sufficient time for a wider procurement across the NW to be designed and implemented. This will allow the team to identify appropriate staffing and procurement support to conduct the full stakeholder engagement work and progress competitive procurement for the NW region as a whole.
