Published requirement descriptionWe are about to enter a Formal UK/PCR Compliant tender process (competitive with negotiation) to procure a Home Contents Insurance Scheme - the framework commencement date is 1 April 2022 and will last for a period of four years. This framework will be limited to Local Authorities (LA), Large Scale Voluntary Transfer organisations (LSVT’s), Registered Providers (RP)/Social Landlords (RSL’s), Housing Associations, Arms Length Management Organisations (ALMO’s), Tenant Management Organisations, housing co-operatives.

Insurance services (excluding Brokerage services). The scope of this framework is for the provision of an insurance provider to deliver the Northern Housing Consortium's (NHC) ‘SIMPLE’ brand of Tenant Contents Insurance to current and future members of the NHC via our appointed brokers Marsh Ltd.
The primary objective of SIMPLE is to provide tenants who live in social accommodation access to insurance services that are affordable, easy to understand and appropriate to the tenants needs. The Public Contracts Regulations 2015 (the Regulations) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). As stated within the regulations, any such action must be started within 30 days beginning with the date when the aggrieved party first knew or ought to have known that grounds for starting the proceedings had arisen.
The Court may extend the time limit for starting proceedings where the Court considers that there is a good reason for doing so but not so as to permit proceedings to be started more than 3 months after that date.
