The modification is required due to unforeseen site access and operational constraints that have materially affected the delivery of the works. Following contract award, revised health and safety requirements for lineside working, restrictions on vehicle access, and previously unidentified limitations on machinery access have resulted in works being undertaken manually rather than through the mechanical methods originally anticipated. In addition, temporary exclusion zones associated with protected Schedule 1 bird nesting activity have further constrained delivery. These circumstances have significantly increased the time and resources required to complete the works, particularly the manual distribution of materials to work locations, resulting in costs exceeding those envisaged within the original contract pricing model. Alternative delivery options are not reasonably practicable due to the specialist Personal Track Safety accreditation requirements for personnel working adjacent to the railway and limited capacity within the railway operator to facilitate the accreditation process.
