Procedure rationaleAberdeenshire Council has identified only 7 areas with the necessary requirements to be used for new build social housing - 6 of these are currently unsuitable / unavailable. Therefore this is the only opportunity for the Council to provide much needed social housing in an area with high demand but no realistic alternative sources. Thus because the supplier in this case has exclusive rights to the only potential area for social housing development, as per clause 33.1.bii where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement, an award is being made without a prior publication |
